It's impossible to treat Alaska as "just another state." There is no neat list of Counties and County seats such as we have in "the lower 48."

Frank John Waller was living in Anchorage in 1917/18. Frank was born August 29, 1894 in Howardsville, Colorado. We know he was here in Alaska because he registered for the World War I draft. Just because he registered, it does not mean he was drafted.
